Slightly burned(?) B&W picture w/half inscription on inside cover of locket. Partially legible: "USS Eldr(illegible)"

Back of locket reads "To Dr.Reno, best of luck!"

Looks like "USS Eldridge" to me. You might place a call to your local navy recruiter, who can put you in touch with whatever naval base is nearby. An inscription that specific is bound to have someone recognize it. You might well end up with a reward for finding it.
